ADA Accessibility Improvements South Main/North Main Street

Providence, RI

The Rhode Island Department of Transportation (RIDOT) is working to bring sidewalks along historic South Main Street and North Main Street into compliance with current ADA standards, while maintaining the character of the area as required by the Historical Preservation and Heritage Commission (HPHC). 

South Main Street and North Main Street are the home to significant historic sites and buildings, including the site of Roger Williams’ settlement, numerous federalist buildings, the first Rhode Island Statehouse and the Market Square building. Also within these limits is the portal to the RIPTA eastside tunnel. This complex project has leveraged Bryant’s survey and highway and traffic engineering expertise. The key project features include: 

  • Performance of a topographic survey for the entire project area and the  development of base plans. A property line survey was also required at key locations.
  • Review of 0.85 miles of existing sidewalks for conformance with ADA requirements.
  • Design of new curb ramps and sidewalk cross slopes.
  • Rehabilitation of the pavement structure of the roadway and the development of paving plans for the entire project.  
  • Identification and correction of roadside hazards, including the replacement of non-breakaway hydrants and relocation of some hydrants to provide adequate ADA clearance.
  • Upgraded signing and striping, including extensive coordination to maximize the number of parking spaces for the RI Supreme Court, the Attorney General’s office, the Rhode Island School of Design (RISD) and the adjacent businesses. 
  • Inventory and identification of trees to protect and/or remove.
  • Facilitation of a public meeting held to solicit input from the public, businesses and other interested parties, including the National Park Service and the RI Supreme Court.
  • Design of bumpouts at RIPTA bustops and the installation of transit signal priority at three traffic signals within the corridor. Reconfiguration of lanes at the Smith Street intersection to improve bus operations. Concrete pavement installation at the RIPTA bus tunnel to improve the pavement structure.
  • Improvements to the existing traffic signals also included new ADA compliant pedestrian accommodations, including accessible pedestrian detectors and countdown timers.
  • Geometric improvements, including widening of the sidewalk at the Thomas Street intersection to improve pedestrian access.
  • Complete streets initiatives were followed including the installation of shared bike lane markings, or sharrows. Bicycle hitches and racks have also been installed due to the large number of bicyclists within the corridor, especially RISD students.
  • A pedestrian study at the majority of the unsignalized intersections and mid-block crosswalks to determine the crosswalks that were warranted and were to remain or be relocated. Additional documentation was also prepared for the approval of the crosswalks by the State Traffic Commission (STC). 

The project required extensive coordination with the RIPTA, National Grid, The State Traffic Commission (STC), Rhode Island Department of Environmental Management (RIDEM) and Coastal Resources Management Council (CRMC) since portions of the project are within the CRMC 200-foot buffer. The project was found to have no adverse effect and a CRMC Maintenance Assent was granted. A Soil Erosion and Sediment Control Plan (SESC) was also required since more than an acre of soil disturbance was required.
